Research goal

The goal of this project is to develop a broadly accepted Ontario pharmacy services evaluation framework that has a set of comparative outcomes to provide evaluators and decision-makers critical guidance on the process and expected outcomes of pharmacist services.

Methods

This project uses conventional program evaluation methods and is being conducted over six phases —

1. An international environmental scan was conducted to identify existing pharmacist services evaluation frameworks

2. A qualitative study was conducted to gain insight into pharmacy services evaluation from the perspectives of researchers, policy-makers and clinicians

3. Pharmacy-specific program and implementation theories were reviewed to guide the creation of an initial program logic model and evaluation matrix that includes indicators, measures and outcomes

4. The indicators, measures and outcomes are being assessed using a Delphi panel of Canadian researchers, clinicians, patients and policy-makers

5. The final evaluation framework will be discussed and put forward for acceptance at a stakeholder consensus meeting

6. The feasibility and usefulness of the framework will be tested with a set of pharmacy services research projects.

The hope is that the validated framework this project will produce will provide consistency in evaluating pharmacist services.
